Legislation or policies related to small and medium-sized enterprises (SMEs) in public procurement:

Summary:
According to Article 14.3.c of the Vietnamese Law on Public Procurement (43/2013/QH13), domestic small businesses are given a preference during the public procurement process. According to the Article 6 of Decree No. 63/2014/ND-CP on the selection of contractors that took effect in 2014, in case of construction contracts worth less than VND 05 billion (about 226 000 US dollars), only SMEs are allowed to participate into the bidding. In addition, for bidding packages under the national objective programs, support programs of hunger elimination, poverty reduction, for districts, communes in mountainous, deep-lying and remote areas, islands, areas with special difficulty-stricken economic-social conditions, the bidders of the area concerned by the project can entitled to preferential treatment when they obtained a same evaluation score as other bidders.
