Summary:
Several preferential public procurement laws for small and
medium-sized enterprises (SMEs) exist in the Russian Federal Law on the
Contract System in State and Municipal Procurement of Goods, Works and
Services. The following sections of the law particularly concern SMEs:
Article 27.4.3- Small businesses participating in public procurement get an advantage from the procuring entity.
Article 30.1- Regarding the participation of Small business in public procurement, no less than 15% of the total annual government contracts are to be awarded to SMEs (excluding military and national security related contracts), and the initial contract price is not to exceed 20 million roubles.
Article 30.3- there are exclusive auctions and bids for declared SMEs participating in public procurement.
Article 44.15- The amount of the application security deposit for SMEs cannot exceed 2% of the initial maximum price of the contract.
