Several legal documents and policies related to public procurement refer to small and medium-sized enterprises (SMEs), notably the Guidelines on Public Contracts for Services and Goods and the Proportionality Guide. Furthermore, Netherlands has adopted the directive 2004/18/EC into its legal system. Articles 3.3.1 and 3.5.1.2 of the Proportionality Guide in particular, relate to the option of dividing contracts into lots when feasible, and emphasizing skills as the only required qualification to increase accessibility to SMEs.
